review, approval of budget and workplan. 5. Available Funding HCAI will allocate the entire $11.65 million BP1 Tribal Set-Aside to the rural Tribal healthcare delivery system. HCAI will calculate each eligible THP's amount using the base allocations and rural-site formula below. A THP does not need to calculate the statewide total or its own final allocation. Eligible Pathway BP1 Allocation Rural THP $200,000 base allocation plus an equal per-site amount for each verified eligible rural clinic site. Rural-serving THP with no rural clinic site $100,000 base allocation; no rural-site amount. equally among verified eligible rural clinic sites. Each THP receives one base allocation, and each eligible rural clinic site is counted once. HCAI will resolve shared or duplicate site listings before calculating final amounts. This guide covers the BP1 Tribal Set-Aside. Funding in a later budget period is not automatic and would require further CMS and HCAI action; HCAI will announce any future opportunity separately. The executed Tribal Set-Aside agreement will identify the subaward start date, approved cost period, and final payment conditions. Applicants should not incur costs in anticipation of an award. 6. Eligibility Requirements An eligible THP is a health program owned and operated by a federally recognized Tribe or Tribes. It must satisfy one of the two site pathways below. HCAI will verify the organization, sites, and proposed uses before approving an award. Pathway Site Threshold Available Activities CalRHT Grant Guide Tribal Set-Aside Page 7 of 8 Rural THP At least one clinic in an area that meets the Health Resources and Services Administration (HRSA) rural definition, with a licensed clinician at the site. • Recruitment and retention • EHR modernization • FM-OB fellowship Rural-serving THP with no rural clinic site At least one site with a licensed clinician where 50 percent (50%) or more of patients are rural residents. • FM-OB fellowship only For the rural-serving pathway, the THP securely provides the prior calendar year's patient-address file to HCAI. HCAI then performs the rural classification and calculates the percentage. The THP is not required to geocode addresses or calculate the percentage itself. The file should not be emailed or attached to the general submission. The purpose of the file transfer and data review is to verify eligibility of the THP service site for CalRHT funding based on CMS guidance. Each proposed FM-OB training site must also serve a patient population that is at least 50 percent (50%) rural. HCAI may use the same rural-patient verification for both a THP's eligibility pathway and its proposed training site when the same site serves both purposes. For planning purposes, a THP may check a clinic address with the HRSA Rural Health Grants Eligibility Analyzer. HCAI will make the controlling site determination for this
